‘I have been asked by the government to review independently the definition of terrorism used in UK law. This challenge has so far included research into definitions used in international treaties and in other jurisdictions, extensive consultation, and a series of public workshops. There are no ground rules, save the self-imposed demand that the outcome should reflect a correct balance between personal liberty and public protection. The response to terrorist crime must be measured and not hysterical.’
