Report of the High-Level Panel on Threats, Challenges and Change to the UN Secretary-General. The report assesses current threats to international peace and security and offers a number of recommendations on how the United Nations could be reformed to meet those challenges. The panel comments on issues such as the collective security system, terrorism, peace support operations and conflict prevention, HIV/AIDS, poverty, and weapons of mass destruction. The report includes special sections on how the UN Charter is to be interpreted, and on institutional reform.
